Use a small scoop or melon baller to portion the mixture into about 18 small meatballs, roughly 1½ inches wide. Place them on a platter or cutting board.
Heat the oil in a large skillet (with a lid) over medium heat. Add the meatballs in a single layer. Brown them (without turning) for about 3 minutes. You will probably need to make the dumplings in two batches.
1 tbsp vegetable oil
Place the dumpling wrappers over the meatballs, pressing them down slightly. Brush the tops of the wrappers with a little vegetable oil.

Carefully pour about ⅓ cup of water around the edge of the skillet, not over the wrappers. Cover and simmer over medium-low heat for 6 minutes, until the wrappers are tender and the meatballs are cooked through.
⅓ cup water
Meanwhile, make the sauce by stirring together the soy sauce, rice vinegar, chili crisp, honey, and sesame oil in a small bowl.
Remove the skillet lid and drizzle some of the sauce over the dumplings. Continue cooking for a few minutes, until the wrapper edges are lightly crisp and most of the liquid has evaporated
Repeat with remaining meatballs.
Serve at once (in the skillet or transferred to a platter), garnished with sesame seeds and sliced scallions.

Notes
NOTE: Watch the video in the recipe card for visual guidance.
Keep unused wrappers covered with a slightly damp towel to prevent them from drying out.
Pour the steaming water around the edges of the skillet, not over the wrappers.
Check that the center of the meatballs reaches 160°F (71°C). If they need more time, add a splash of water, cover, and continue simmering.
Drizzle with chili oil or dipping sauce just before serving; serve extra sauce on the side to help the wrapper edges stay crisp.
